THE first major report on the future role of the Scottish parliament is to recommend that MSPs be handed massive new control over homeowners' tax bills and granted extra powers to steer the country's economy.
A 101-page report by the Steel Commission - headed by former presiding officer Sir David Steel - will be published tomorrow recommending that Holyrood should take over from Westminster as the place where tax rates for Scots are set.See the full content of this document
