AT FIRST glance, Scotland's health service might seem in admirable shape. Spending on the NHS has been rising at 6 per cent in real terms, and is now, per head of population, around GBP 300 higher than in England. While Tony Blair's aspiration has been to bring English health spending into line with the EU average, Scotland is already there - and next year will overtake France and Germany.
