SCOTTISH Enterprise has shot itself in the foot too often for it to expect much sympathy for its misdemeanours, but the current row over its budget is in danger of escalating out of control.

Of course, it is in a no-win situation. When it is lavishing money on new programmes it is criticised for profligacy. When it cuts spending, it is accused of being in financial crisis. A case of damned if it does, damned if it doesn't.
